Window Blinds

Question
like an alternative free program? or any other way to do it besides using windows blinds? because i think its really stupid that you have to pay for a different look of windows for these specific themes especially when there are others that are not from blinds that don't require you to pay in order to get a fresher look. but i would understand paying for something like photoshop music games, but a theme changer... cmon ridiculous.
